He is the One who shows you the lightning as

a source of fear, as well as hope.

In these words we witness a very meaningful message. The awesome sound and spectacular display caused by lightning can indeed instill fear into any soul when experienced unaware. Yet in this same natural phenomenon lies a sign of great hope for those who eagerly await the rain and who's livelihood are dependant on its coming. The sharp contrat between the two experiences could be perceived as an allegory to the feelings of fear and hope in general. In such sign is a reminder of our dependance on Almighty God at times of good fortune and misfortune alike.
